Lentor Signature During Construction: When Each Payment Falls Due, From Foundations to the Final 5%

By Davis Ng ·

Lentor Signature is the new private condominium planned on the URA Lentor Central site, awarded on 6 March 2026 to GuocoLand (Singapore), Intrepid Investments and TID Residential on a 99-year lease. GuocoLand plans about 553 homes in three towers of 26 and 27 storeys and is targeting a launch in the first half of 2027. If you buy at launch, you will be paying for a home that is still a construction site. This note follows the bills from the first piling works to the year after you collect your keys, using the payment schedule the Housing Developers Rules set for condo units bought from a developer.

The bills follow the building, not the calendar

After the first 20% of the price (booking fee included, due on signing or within 8 weeks of the option date), the rest is not billed by month. Each instalment falls due within 14 days of the developer's notice that a stage is complete:

Construction stageShare of priceRunning total
Foundation work, including pile caps10%30%
Reinforced concrete framework10%40%
Partition walls of your unit5%45%
Roofing or ceiling of your unit5%50%
Door and window frames, electrical wiring, internal plastering and plumbing5%55%
Car park, roads and drains serving the project5%60%
Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC)25%85%
Legal completion15%100%

Two things follow for a buyer. First, the gap between notices depends on how fast the towers are built, so nobody can give you the month each bill arrives until construction is under way. Second, the 25% at TOP is the largest single bill after the down payment. Plan for it as its own lump, not as a small monthly figure.

The last 15% is held back

If legal completion happens before the CSC is issued, the final 15% is split. 2% goes to the developer and 13% goes to the Singapore Academy of Law as stakeholder. Of that 13%, 8% is released to the developer after the CSC is issued, and 5% is held until the Final Payment Date. That is 12 months after you get vacant possession, or 12 months after the 15th day from receiving the TOP notice, whichever is earlier. The agreement also gives a 12-month defects liability period, during which the developer must make good defects at its own cost. Use that year to inspect your unit and the common property properly.

What GuocoLand has not confirmed for Lentor Signature

  • Construction start and completion. No construction start date or TOP date has been announced, so the timing of each stage is not yet known. Contact us for updates.
  • Vacant Possession Date. The sale and purchase agreement will state a date by which you must get your keys. Read it before you exercise the option, because it is the developer's legal deadline, not a marketing estimate.
  • Payment scheme. GuocoLand has not said whether it will offer anything other than the standard schedule. See the Lentor Signature payment scheme page once terms are released.
  • Booking fee level. The rules allow 5% to 10% of the price. GuocoLand's figure is not announced; contact us before launch day.

Before launch day

The first 20% and stamp duty come before the construction bills. IRAS expects a document signed in Singapore to be stamped within 14 days of signing, so have buyer's stamp duty, and additional buyer's stamp duty if it applies, ready as well (see the stamp duty page). Then use the progressive payment calculator to see how the stages above change your outlay once the Lentor Signature price list is out. Register on the showflat page to hear when the preview opens.
